It is the work of choosing the layer your site or product will run on, then building on it. In practice that means settling three arguments: which CMS or framework fits what you publish, where the boundary between the two should sit, and how your content is structured so editors can work unaided. Everything after that is execution. The cost of answering them badly usually lands in year two, not year one.
A CMS arrives with content modelling, an editing interface and a publishing workflow already built, so non-technical people can run it. A framework arrives with almost nothing and expects you to write the behaviour, which is exactly what you want when the behaviour is the product. Choose a CMS when editors change things daily. Choose a framework when the rules change more often than the copy. Plenty of builds want a CMS in front and a framework behind.
Cost follows the content model, the integrations and how much of the behaviour has to be written rather than configured. A single-purpose site on an established platform is a different exercise from a multi-brand estate feeding a product. Anyone quoting before seeing your content and your systems is guessing. Ask how many platforms they build on. A company with one answer will always find that your project suits it. Ask to see a content model from a recent build, and ask what an upgrade two major versions from now looks like.
