Off-the-shelf software is built for a market, so it is cheaper, faster to start and already supported, and you adapt your process to fit it. Custom software is built for one organisation, so it fits the process exactly and you own it, but you also own the roadmap and the maintenance. The honest test is whether the process in question is an advantage or simply a habit. Configure where you are ordinary, build where you are different.
Cost follows how many processes the system covers, how many existing systems it has to integrate with and how much data is migrating in, so a figure before scoping is guesswork. Integration count moves it more than screen count. We scope first, then price, and itemise what each phase covers so you can cut scope before you commit rather than after.
Ask which legal entity signs the contract and under whose law. Ask to see a written scope with acceptance criteria per milestone, not a price on a slide. Ask how data migration and reconciliation are handled, and when IP assignment gets signed. Then ask what you receive at handover.
