A Node.js developer builds and runs the server side of a product: the APIs your apps call, the background jobs that do the slow work, the queues between them, and the connections to databases and third-party services. Node is single-threaded per process, so a large part of the job is deciding what may run on the request path and what must be handed to a worker instead.
Backend developer is the broader role and is language-agnostic: data modelling, service design, security and operations in whatever runtime the team uses. A Node.js developer is a backend developer who specialises in the Node runtime, so they carry specific knowledge of the event loop, streams, worker threads, the npm ecosystem and the failure modes that come with them. Hire for Node when the services already run on it, or when the workload is IO-heavy and concurrent.
Rates move with seniority, location and how much management sits around the engineer, so any single number quoted before scoping is a guess. What actually decides your cost is the seniority mix, how well the services are specified, and how much production firefighting the engagement inherits.
