Two quite different jobs share the title. One builds new services and applications on modern .NET: C#, ASP.NET Core, APIs, background workers, usually deployed to Azure or to containers. The other keeps an older estate alive and moves it forward, which means Framework code, Entity Framework, Windows hosting and a long list of integrations nobody documented. Good developers do both, but rarely equally well.
.NET Framework is the Windows-only line that ends at 4.8 and receives security fixes only, so anything built on it stays roughly where it is. Modern .NET, currently .NET 8, is the cross-platform successor that gets the performance work and the new libraries. It matters because the gap decides your options: on Framework you are maintaining, on modern .NET you can move. Most of our work is getting teams from the first to the second without a rewrite.
Rates move with seniority, location and how much of the work is modernisation rather than new build. Any single number quoted before scoping is a guess. What decides your cost is the seniority mix, how clearly the job is defined, and how much undocumented existing code the team has to absorb before it can ship. We price after scoping and itemise it.
Which .NET versions they have actually shipped on, not listed. How they structure a solution and where dependency injection is wired. What they do about lazy loading in Entity Framework.
