A smart contract developer works on chain: Solidity, tests, gas, access control, upgrade patterns and the security review that decides whether any of it is safe to deploy. A Web3 developer usually means the application side, connecting wallets, signing transactions and presenting chain state to a user who does not want to think about blocks. The skills overlap less than the titles suggest. If funds sit in your contract, hire the first one first.
Rates move with seniority, chain and how much of the work holds funds, because contract work is priced against the cost of getting it wrong. A rate quoted before anyone has read the spec is a guess.
