Cloud application development is building software that runs on cloud infrastructure and uses its managed services rather than treating a cloud account as a rented data centre. In practice that means compute that scales with demand, databases and queues you do not patch yourself, an environment defined in code so it can be recreated, and instrumentation that tells you which service is slow before a customer does.
They meet constantly and answer different questions. Cloud app development decides where an application runs and how it survives load, failure and its own bill: compute, data stores, networking, scaling and cost. API development decides the contract other software talks to, covering endpoint design, authentication, rate limits, versioning and third-party integration. A single project often needs both, and they are scoped separately because the risks differ.
Two numbers matter and they behave differently. Build cost follows how many services the architecture has, how much data is being moved and whether an existing system runs in parallel during migration. Run cost follows the architecture itself, which is why we model it before provisioning anything. We scope first, then price, and itemise each phase.
It describes an application designed for the cloud rather than moved onto it. Services deploy independently, instances are disposable, state lives in managed data stores, configuration comes from the environment and the infrastructure is defined in code. The practical test is simple: if you deleted the environment this afternoon, could you rebuild it tomorrow from the repository?

We map dependencies first, then decide per component whether to rehost, replatform or refactor, because doing all three at once is how migrations stall.
